The plusvalía municipal taxes the increase in the value of the land since you bought. In Torrevieja the rate is 30% and you can choose the calculation method that works out most favourable for you. It is paid by the seller and you have 30 working days to settle it.

How much IRPF do I pay on the gain when I sell?
Personal income tax (IRPF) taxes your gain: the sale price minus the purchase price, with their associated costs. It is not always payable. There are exempt cases, such as reinvesting the money in your main home or selling your main home when you are 65 or older.
To start with: sale price minus purchase price.
The costs and taxes you paid when buying are added to the purchase price; and the costs of selling are subtracted from the sale price. The gain comes from that subtraction, not from the bare price.
If you sell for less than you bought, there is a loss and you pay no IRPF on the gain.
Reinvestment in a main home: if you sell your main home and reinvest the money in another main home, the reinvested gain may be exempt.
Over-65s: if you sell your main home and you are 65 or older, the gain may be exempt.

If you are not resident in Spain, the buyer withholds 3% of the price and pays it in with form 211 (modelo 211) as a payment on account, not as an extra tax. Your tax is the Non-Resident Income Tax (IRNR), with a flat rate of 19% on the gain, which you declare and settle with form 210 (modelo 210).
The buyer withholds 3%
At signing, the buyer withholds 3% of the sale price and pays it in to the Tax Office (Hacienda) with form 211 (modelo 211). It is a payment on account of your tax, not money lost.
You declare the gain (form 210)
You file form 210 (modelo 210) and calculate the IRNR, with a flat rate of 19% on the gain, within the 3 months that begin once the one-month period the buyer has to pay in the withholding (form 211) has elapsed; in total, around 4 months from the sale.
If you have withholding left over, you get it back
If the 3% withheld exceeds what you end up owing on the gain, you claim a refund of the excess on the form 210 itself.
Watch out for the plusvalía municipal: when the seller is a non-resident, it is paid in by the buyer, under article 106 of the Local Finances Act (Ley de Haciendas Locales). Even so, confirm your case with a tax adviser before signing.
I have inherited a flat in Torrevieja — what taxes do I pay when I sell it?
When selling an inherited home you pay the plusvalía municipal (with a reduction if it was the deceased's main home) and personal income tax (IRPF) on the gain, which is calculated from the value you declared in the inheritance, not from zero. They are the same taxes as in any sale, with that nuance.
