Yes, you can, but first you have to register the home for tourist use (vivienda de uso turístico, VUT). You need the Town Hall's municipal urban-planning compatibility report (informe de compatibilidad urbanística), the habitability certificate or licence (cédula de habitabilidad) and a responsible declaration (declaración responsable) that registers the home in the Tourism Register of the Comunitat Valenciana. Since Decree-Law 9/2024, that registration is valid for five years.

Apply at Torrevieja Town Hall (Ayuntamiento) for the report confirming that your home is compatible with tourist use. It's the starting point: without it you can't proceed.
Occupancy licence or habitability certificate
You need to prove the home is habitable. The occupancy licence (licencia de ocupación) or the habitability certificate (cédula de habitabilidad) serve that purpose.
Responsible declaration and registration in the Tourism Register
File the responsible declaration of commencement of activity (declaración responsable) and register the home in the Tourism Register of the Comunitat Valenciana, through the Generalitat's electronic office (sede electrónica) using a digital certificate (certificado digital) or Cl@ve.
Technical requirements
Prepare the home: climate control appropriate to the season, basic equipment for its capacity, public liability insurance, an evacuation plan and emergency phone numbers on display.
